Dear Madam or Sir of Chinese authorities, embassies, media and the olympic committee, 

Your police is rounding up stray dogs, going into peoples’ homes to confiscate dogs that are bigger than regulation size (over 35cm) and dogs that are not registered. Instead of punishing irresponsible dog owners who do not register their dogs, the police are punishing man’s best friend—the innocent dogs. Few dogs that are confiscated can survive the brutal and horrible treatment of the detention centers.

The dog crack down is both unnecessary and cruel. Rabies can be successfully controlled through vaccination and prompt treatment. In fact, the rabies rate in Beijing has been very low. However, “rabies control” is used as an excuse to crack down on the burgeoning dog population in Beijing. The “battle plan” for the crack down is three-fold: 1) 100% of dogs in Beijing vaccinated, 2) 100% of dogs registered, 3) 100% of large dogs eliminated (killed).

As a city that will host the 2008 Olympics, Beijing is leading the way in this cruel campaign,. Many dog owners and animal lovers in China have expressed their outrage and would rather not host the Olympics. Not only is this dog cull unnecessary and cruel, it violates the right to property of Chinese citizens. Rabies is being used to scare people under the disguise of rabies management. The plan is to start in Beijing, then spread the cull to the rest of China.

The goal of this slaughter is to "clean things up" before the Olympics. But the international community knows what’s happening to dogs in China and will not tolerate such cruelty at the site of the next Olympic games. China can not be a member of the civilized world without treating animals and also humans humanely. Beating animals to death is an completely unacceptable behaviour by any individual or country! 

China must recognize that the world has moral values and abhors this kind of unjustified barbarity. In order to do business with the rest of the world and gain its respect, it needs to honour these moral values and adjust its practices to be more humane. PREVENTION is such a simple solution, rabies vaccinations NEED to be enforced. There is no need to kill tens or hundreds of thousands dogs, not even 1 dog should be beaten to death as an attempt to fix a problem that should have and COULD have been prevented.

Please take preventive measures in preventing and treating rabies instead of this outrageous cruelty to man's best friend. As long as manufacturer labels are required I will not purchase products made in China and will advise family and friends to do the same, until the cruel clubbing and any inhumane slaughter STOPS! Rabies vaccine is CHEAP!

This kind of brutality must stop NOW and never happen again - otherwise China will lose face in the world community!
